The EU-Project CULBURB is looking for architectural & artistic contributions in the following cities: Bratislava, Budapest, Ljublijana, Prague and Vienna.

CULBURB– CULTURAL ACUPUNCTURE TREATMENT FOR SUBURBS

Project Culburb activates the public realm in the suburbs of Central European capital cities through acupuncture interventions. Using minimal means, these actions set up interaction between inhabitants and have an impact on the community life.

Today, Central European cities are again becoming a political arena of citizens, initiatives, NGOs, and other forms of activism, but we are witnessing a lack of such activities in suburbia. At the same time we can see the extreme growth of suburbs around all cities, meaning a huge number of European inhabitants are placed out of the dense city, but still have access to all it’s advantages.

The pressure made by suburbia and sprawl to the core of a city is not just an infrastructural issue connected with financial investment, but it brings a paradox to the contemporary city because it is increasingly loosing one of its primary functions – housing. The majority of city users no longer live in the city; home is beyond the city borders. This fact causes a new political map where city users, the ones living in sub- urbia, have almost stronger voting potential than city residents. This distribution of political power is deadly for the future of the European city. Either it is necessary to change the structure of political systems, or to extend city functions to suburbia and decrease daily migration.

Project Culburb aims to activate a public realm in the suburbs of central European capital cities, by minimal means, and to start the cityfication of suburbia.

A first step in such a process is the improvement of public spaces in the suburbs. We will start this process through acupuncture interventions in six localities around the Central European capitals Bratislava, Budapest, Ljubljana, Prague and Vienna.

With an acupuncture method we will work in the chosen localities using artistic and architectural tools. The chosen interveners are supported to develop their ideas and interpretations, which can take any form that ultimately leads to: socializing; the reduction of barriers; enhancement in the quality of the environment; and improved community life. Appli- cants are encouraged to act freely according to their own conviction.

Sandleiten is a suburban area located on the north- western edge of Ottakring, the 16th district of Vienna. It takes 17 minutes to reach the city center by tram. Ottakring was suburbanized in the year 1892, at which time it was characterized as a working class district. Currently it is also seen as a migrant district. Typical features of the area are: A lack of public life, little interest in developing the community and a growing mistrust between the old and young inhabitants, which often means between native Austrians and immigrants.

The primary focus of the project lies on issues concerning: social isolation; security and control; the generation gap; economic imbalance; the use of public space. A second aim is to investigate the edge of the city, the built environ- ment, and the perception of suburban life, especially in regard to other new housing projects in the area.

The planned areas for intervention are as follows:

»Sandleitenhof«, a public housing project which is the largest communal housing complex in Vienna built in the 1920s. It is a powerful symbol of Red Vienna’s public housing policy and was meant to serve the ideas of community and social equality.

– Kongress Park, which acts as a meeting place for migrants and natives.

– Kongress Pool, a beautiful public swimming pool. – The typical suburban Shopping Areas. – A newly built »Sport and Fun Hall«. – Finally also the allotments located just a short walk away up the hill.

Acupuncture Interventions aim at generating new public(s) for and through art. They also aim at activating people and implementing important themes into a special local and yet unseen context.

We are inviting artists and architects, as well as other individuals and collectives, to join the Culburb project. Six locations in Central Europe, representing different forms of suburbia, have been chosen as places for action. By acupuncture treatment, we understand actions which have long-term impact created with minimal means. Actions may be physical or immaterial, temporary or permanent and should be addressed to local residents.

Realization of all actions/interventions should be done between March 2012 and March 2013. Chosen applicants teams will get an honorarium of 500 EUR. Costs for traveling and realization will be covered by organizers.

Chosen applicants will join a workshop in Vienna in March 2012 and attend a final meeting in Ljubljana in April 2013.

1. Project Entry Guidelines for the Yearly Theme

Destabilized Ground: 20 years after the end of the Cold War we find ourselves in the midst of massive uncertainty instead of “flourishing landscapes.” Terrorism, the financial crisis and environmental catastrophes define the way we feel about our lives since the turn of the millennium. The arts are no exception to these developments. What role can art play currently, how can it prove itself among in these crisis-ridden circumstances?

The global crises of the last years have hit continents like tidal waves and clearly show the fragility of an economic system of interdependency designed to maximize profits. The question that arises is what the cost of maintaining our consumption-based society is, despite our knowledge of the destruction of the environment and the exploitation that surrounds the production of goods.

Insecurities, fears and resignation, which all have an irrational effect on electoral behavior, are clear signals for the need for an overdue broad-based reassessment process.

At the center lie public spaces as densified local sites of a worldwide development. Local knowledge of the complexity of life in a city is an important prerequisite and the basis for more participation in the creation of a new order of the existing conditions, for the development of fields of action. Here are some examples of issues:

  • How does a city work, how is it structured, governed, administrated and controlled, how do people organize themselves formally, and informally?
  • How is public space filled and used?
  • Which products from the far corners of the world land on our plates or in our closets as a matter of fact and define everyday life?

We seek to choose projects that develop into interactive formats by way of interventions, installations, tours, exhibitions, workshops, for example.
For us, it is about exploring complex connections and making them visible and comprehensible, as well as tapping into new potential(s): art as research and a collective learning process. We welcome the inclusion of experts when it comes to researching and realizing a project.

One of our focal points is to cooperate with schools and to invite students to learn how to understand systems and interconnections better on the basis of practice and develop alternative approaches.

Special attention should be given to local surroundings.

Examples of possible subject fields:

  • Ways of life
  • Living – from substandard to penthouses
  • Street traffic as a space of social expression and a real threat to the environment
  • Schools and the chances children and youths with migrant backgrounds have
  • Self-organization, associations, political action groups, market regulations and merchants on the market
  • Goods offered on the market, such as organic products, vegan, locally produced, etc.
  • Waste disposal at the market and in the district, from street cleaners to dumpster divers
  • What role do handcrafts play today
  • Local historical development

2. Geographic Setting for Exhibitions and Presentations
As in the years to date Soho will take place in the Brunnenviertel area. Another cluster of Soho spaces is located on Ottakringer Straße and Kalvarienberggasse in the segment between Geblergasse and Ottakringer Straße. Excursions to other areas are possible with good planning and desired.

3. Who can take part? What receives funding?
Participants can be individuals, groups and/or associations of artists, persons involved in cultural activities or those in other fields who are interested in the theme.

Artistic projects | exhibitions | workshops etc. that address the yearly theme in relation to the specific location or use it, in a broad sense, as a starting point to take part and/or are concerned with public and social spaces are eligible for funding. A visible result is important (also for projects currently underway, or works in progress) that can be shown to the public. The choice of media and work method is open.

The amount of financial support depends on Soho’s revenue and the subsidies it receives. Selected projects in three categories will receive funding based on their complexity and requirements (up to € 750.00, € 1.500.00 and up to € 3.000.00).

Workshops/Dialogues and cooperative work forms:
SohoinOttakring encourages the proposal of projects or presentations that comprise a creative effort or dialogue that reaches out to the public during Soho 13. These can take different shapes, such as workshops or similar activities in which the artist(s) works with artistic media and participants of his/their choice while addressing the yearly topic.
SohoinOttakring provides support for the planning and completion of the project within its possibilities.

>> This is however, not an express condition for participation and is not appropriate for all artistic work or project types. It should be understood as suggestion for all artists who want to begin an exchange with other persons.

An independent panel (persons will be announced on the Website) will make a selection in cooperation with the SOHO team. The results will be announced on October 15th 2011.

The opening hours of the 2012 Festival SohoinOttakring are:

6. Brief description of SohoinOttakring
SohoinOttakring is an art and urban district project that was started in 1999 as part of an artist initiative. It extends across the Brunnenviertel area of Ottakring, Vienna´s 16th district.

The Brunnenviertel is located close to the “Gürtel” a densely developed urban area surrounding the Brunnenmarkt street market. It has an area of c. 20 ha and a population of c. 8000 inhabitants. The percentage of immigrants in the population is 36%.SohoinOttakring has contiuously focused on aspects such as urban living, urban development, artistic intervention and possibilities for participation in the local environment as well as the question of participation and co-determination in public life. A key aspect is the cooperation between artists and theoreticians at a national and international level with various local groups and institutions such as the Gebietsbetreuung Ottakring, schools in the area, youth insitutions, businesses and businessmen and residents, as well as the pro-active use of public space during the biennal two-week festival in May.

The variable field created by the different residents and interests in the area in which SohoinOttakring takes place creates the grounds – sometimes the cultural media – for artistic work. The breadth of these works is great and ranges from “classical” exhibitions to socio-political projects with a concrete commitment that take up the implications of the area as a model of social problems and put them on centerstage. This artistic practice has been given particular support for some time.

The dedication to supporting and strengthening socio-political art projects will continue. The concentration on social problems that can be identified in the area and the current issues is of particular concern.

SohoinOttakring also strives to pursue exchanges with projects that have similar aims in other European cities.

7. Jury  - selection for the project applications

Fatih AYDOGDU
Fatih Aydogdu was born in Turkey, lives and works in Vienna and Istanbul. He studied at Academy of Fine Arts in Istanbul and graduated from Academy of Fine Arts in Vienna. Aydogdu is visual artist, designer, curator and sound artist focused on concepts of media aesthetics, migration & politics of Identity and linguistical issues. He took part at numereous exhibitions in Austria, throughout Europe, Asia and USA.

Nathalie BORGERS, filmmaker
Born in 1964 in Brussels, Belgium, Nathalie starts working as a journalist for the Belgian television (RTBF).  In 1987, she moves to San Francisco to further study directing and producing at San Francisco State University. In 1989, she wins the « Documentary Writing » award from the National Academy of Television Arts and Sciences, Northern California Chapter.  After graduating from the Broadcasting Arts department in 1990, she moves back to Europe and becomes an independent documentary filmmaker. She works with various production companies (Lapsus, Artline, Cinétévé, Doc en Stock, Entre Chien et Loup, Navigator Film, Lotus Film) on international social and political issues.

Inge Manka studied architecture at the Technical University of Vienna. She teaches at the Institute for Art and Design (TU Vienna) and is researching the potentials of art in urban development (www.urban-matters.org). Currently, she is writing her thesis about collective and public memory culture, refering to the former Nazi party rally grounds in Nuremberg, Germany.
